DjangoCon Europe is in Warsaw this year, on 15th-19th May 2013—if past experience is anything to go by, that should be an excellent conference (though obviously with a strong bias towards Django).We have a list of Web Design conferences and events in Central and Eastern Europe on Lanyrd—you might find our full list of Conferences in Central and Eastern Europe useful as well.
